Preheat a grill or grill pan over medium-high heat.
Toss broccolini with 1 tbsp olive oil, 1/4 tsp salt, and black pepper.
Grill broccolini for 5-7 minutes, turning occasionally, until charred and just tender. Remove and let cool slightly, then cut into bite-size pieces.
While broccolini grills, toss cherry tomatoes with a pinch of salt and set aside.
In a small bowl, whisk together remaining 1 tbsp olive oil, lemon zest, lemon juice, garlic, Dijon mustard, and red pepper flakes to make vinaigrette.
In a large bowl, combine grilled broccolini, cherry tomatoes, and basil. Drizzle with vinaigrette and toss to coat.
Transfer to a serving platter. Top with shaved Parmesan and more basil if desired. Serve warm or at room temperature.
