Heat 1 tbsp avocado oil in a large nonstick skillet over medium-high heat. Add ground turkey, season with salt, pepper, smoked paprika, garlic powder, and onion powder. Cook, breaking up with a spoon, until browned and cooked through, 5-6 minutes.
Add diced red bell pepper and cook 2 more minutes until slightly softened.
Lower heat to medium, add spinach, and stir until just wilted, about 1 minute.
Dot in cream cheese, stirring gently until melted and creamy, then sprinkle over Parmesan and stir to combine.
With a spatula, make 4 small wells in the turkey mixture. Drizzle remaining 1 tbsp oil around the wells. Crack an egg into each well. Cover the skillet and cook until egg whites are set but yolks are still runny, 3-4 minutes (or cook longer for firmer yolks).
