In a small bowl, whisk together soy sauce, oyster sauce, rice vinegar, sesame oil, cornstarch, and water. Set aside.
Heat vegetable oil in a large skillet or wok over medium-high heat. Add ground pork and cook, breaking it up with a spatula, until browned and cooked through, about 5-6 minutes.
Add garlic, ginger, and chili (if using) to the pork. Sauté for 1 minute until fragrant.
