Preheat oven to 350°F (177°C). Line a 9x13-inch baking pan with parchment paper and lightly grease.
In a large bowl, stir together rolled oats, quick oats, oat flour, baking powder, baking soda, salt, cinnamon, and nutmeg.
In a separate bowl, whisk together melted butter, applesauce, honey, brown sugar, eggs, and vanilla until smooth.
Pour the wet ingredients into the dry and mix gently until just combined. Fold in raisins if using.
Spread the mixture evenly into the prepared baking pan. Gently press to flatten and ensure even thickness.
Bake for 20-25 minutes, or until golden at the edges and a toothpick inserted in the center comes out mostly clean. Cool completely in the pan.
While bars cool, make the icing: Whisk together Greek yogurt, powdered sugar, and milk until smooth and thick but pourable. Taste and add a pinch of salt or a squeeze of lemon juice to brighten, if desired.
Once bars are cool, drizzle or spread icing generously over the top. Let set for 15-20 minutes, then lift out of the pan and slice into bars.
