In a small bowl, whisk together soy sauce, hoisin sauce, chili garlic sauce, honey, rice vinegar, garlic, ginger, black pepper, and a pinch of salt. Set aside.
Pat shrimp dry and season lightly with salt and pepper.
Heat 1 tablespoon of oil in a large skillet or wok over medium-high heat. Add broccolini and stir-fry 3-4 minutes until it begins to char and become crisp-tender. Remove to a plate.
Add remaining 1 tablespoon oil to the skillet. Add shrimp and cook 1-2 minutes per side until just pink and opaque. Add half the scallion whites during the last minute.
Return broccolini to the pan. Pour in the sauce and toss everything together, cooking 1-2 minutes until shrimp are coated and broccolini is glazed.
Transfer to bowls and top with remaining sliced scallion greens. Serve immediately.
